本当は恐ろしい会計学１

ＮＰＯ法人であるというだけで寄附金をもらうことができない。
助成金をいただくことができない。こんな事態に直面したらやっぱりコワイだろうなあと思います。

ＮＰＯ法人はいうまでもなく阪神大震災を契機に制度化された法人格です。世のため人のための社会的事業の器として発展。

ＮＰＯ法施行から10年経って、法人数は約3万9000。もう4万に手が届く勢いです。明治以来の社団・財団法人が約2万6000法人なので10年でアッサリ抜いたことになります。

ところがこのＮＰＯ法人という法人格には会計基準がないんです。そう、ＮＰＯ法人用の会計基準というのは現在のところこの世に存在しません。そこで公益法人会計基準や企業会計に準じておのおのの団体がそれぞれに会計報告書を作成しています。

このような状態で困るのは、ＮＰＯ法人に寄附しようとしている一般市民、あるいは助成団体。さらにはＮＰＯ法人と提携しようとしている行政といった外部の支援者です。

お金の使い道を説明した会計報告書をとりよせても団体ごとに様式がバラバラ。比較のしようがありません。

これでは外部から判断のしようがなく、認定ＮＰＯ法人や会計基準がきちんと整備されている公益法人（いわゆる社団・財団法人）に目がいってしまいます。

認定ＮＰＯ法人とは、ＮＰＯ法人でも特に公益性が高いと国税庁に認められた法人で、3万9000のＮＰＯ法人のなかでもたった119法人しかありません。

しかし認定をとれない一般のＮＰＯ法人の実態がよく分からないという印象をもたれてしまえば、認定ＮＰＯ法人のみが支援対象、それ以外は無視するというのもありうる話です。
